There is still considerable work to be done on what the EC refers to as “the currently dysfunctional Title Deeds issuance and transfer system” in its post-programme surveillance report on Cyprus.
The latest monthly figures on the number of Title Deeds issued for development projects across the island during 2014 published by the Cyprus Department of Lands and Surveys in Nicosia.
According to the director of the Land and Surveys Department, the number of pending applications for Title Deeds is down to 20,000 – and the aim is to reduce this number to less than 2,000 by the end of the year.
Although a figure of 130,000 has often been quoted for the number of properties waiting to be issued with Title Deeds, this was based on statistics published by the Department of Lands and Surveys in 2008.
The Troika has dashed the hopes of those waiting for Title Deeds to be issued for the reported backlog of 130,000 ‘deed-less’ properties as it has changed the scope and definition of ‘the backlog’.
Faced with the problem of clearing the current backlog of some 100,000 Title Deeds, some of which go back more than two decades, President Anastasiades has asked ETEK for advice.
Will a reduction in the backlog of Title Deeds to less than 2,000 of cases pending for more than one year, as required by Cyprus’ bailout terms, resolve the Title Deed problem once and for all?
